Angola’s National Assembly approved a startup bill on March 19, 2026, according to government announcements.

The proposed Law on Startups aims to establish a legal framework for the recognition, certification, incentives, and supervision of innovative companies in Angola, according to the bill description.

Minister of Industry and Commerce Rui Miguêns stated the document aims to boost the digital economy, foster skilled employment, and strengthen national competitiveness, according to government statements.

The law provides for the creation of a legal regime, introduction of the startup seal and pre-seed designation for early-stage projects, as well as the definition of tax and financial incentives and financing mechanisms including pre-seed, seed, and Series A, according to the minister’s presentation.

The document defines the organization of the ecosystem, including creation of the National Startup Council, operation of certifying entities, and allocation of supervisory, oversight, and inspection powers, according to the bill structure.

Authorities set a $3.5 million annual revenue cap to define startups, including pre-revenue ventures, according to the legislative framework.

According to Minister Miguêns, the initiative aims to fill an existing legal gap, strengthen legal certainty, and stimulate technological innovation.

The new bill aims to establish a framework for emerging businesses, providing guidelines and protections that can encourage investment and innovation, according to the announcement.

Representatives of the startup community were present during the discussions, according to reports.
